Rich Larios called the meeting to order at 6:00PM

A motion was made and seconded to accept the minutes of February 6, 15, and 22nd, 2012.

- Water Department Presentation
Operating Expense Increases amounted to $ 137,000 made up mostly of:
Electricity – 37K – due to volume increase from new plant on line
Water Mains – 50K – mostly for increased repairs
Pump Station Rehab – 35K
For FY13, a budget surplus of 35K is projected.
No Capital Expenses are scheduled for FY2013. Highway Dept. has cut back vehicle replacements among other items to accommodate budget shortfalls.
Currently the largest ongoing project is the Route 137 Project.
- CHASE & HARWICHPORT LIBRARIES
$20,000 is requested from the Town to complete these Public Libraries FY13 budgets.
Their total combined budgets, (including the 20K), is $44,500.00.
David Ryan stated that the Town may be able to find funding for these libraries (along with the Chamber of Commerce) within the Tax Levy.
Rich Larios suggested that they add WIFI to services provided if possible.
Noreen Donahue made a motion to reconsider the Reserve Fund transfer for the Community Center Space Study in the amount of $ 7,500 which was denied at the FinCom Meeting of Feb. 28, 2012. Motion was seconded by Pam Groswald.
Discussion resulted in conclusion that it may be more appropriate to find funding for this project elsewhere.
Donahue and Groswald withdrew the motion and second.

STM Warrant will be signed on March 26, 2012.
Ballot will be signed on April 9, 2012.
Dates have been moved out to allow for the most possible amount of time to get “final” figures from the MRSD before everything is completed for Town Meeting.
BOS has requested that FinCom join them at their scheduled meeting of March 19, 2012. Monomoy Regional will be presenting their most recent budget status at that time.
