By-Laws/Charter Review Committee

MEETING MINUTES

Town Hall Library

Tuesday, September 20 @ 6:30 pm

 

 

 

In attendance:  Anita Doucette, Don Howell, Katie O’Sullivan, Deborah Sementa

 

Call to Order

 

Chairman Howell called the meeting to order @ 6:40pm.

 

Approval of Minutes

 

Minutes from the August 30, 2016 meeting were approved.

 

Old Business

 

It was agreed and voted that review of the Charter amendments be tabled until the next scheduled meeting. However, there was discussion regarding the coherence between the Bylaws and the Charter and the apparent inconsistencies between the website and the Committee Handbook. It appears the new Committee Handbook says nothing about the liaison role of selectmen.

 

It was agreed that amendments to a Bylaw must follow through to the Charter. A Motion was made and seconded that Don Howell write a letter clarifying the terms of the Planning Board exceeding their authority for overlapping terms. It is recommended the Board of Selectmen take a vote to rescind the void appointments and take a subsequent vote stating proper terms. The vote was unanimous.

 

New Business

 

No new business was discussed.

 

The Committee agreed to meet again on October 11, 2016 @ 6:30pm.

 

Meeting adjourned at 7:36pm.
