HARWICH Community Preservation Committee

October 13, 2016, Harwich Town Hall, Small Meeting Room

 

Present: Chair Bob MacCready, Vice Chair Kathy Green, Cindi Maule, Walter Diggs, Daniel Tworek, David Nixon, and Robert Bradley (7:15 PM)

Absent: Jim Atkinson and Selectmen Liaison Michael MacAskill

  • Meeting called to order by Chair Bob MacCready at 7:04 PM.
  • A motion was made by Walter Diggs and seconded to approve the September 8, 2016 CPC Meeting minutes. 

VOTE:  Yes  4;   No  0;  Abstain  2.   Motion approved the minutes.

New Business

  • Reviewed the Town’s audited June 30th, 2015 accounts of the CPC financials.  Three years of audits are available on the Town website under the Accounting Department.  The Town Accountant may be needed to meet with the CPC committee to go over figures.
  • Reviewed updated spreadsheet with new submitted project application requests listed.

  • First look at the 14 submitted project applications.  No Open Space application this time.  The projects are historic, recreation, and one affordable housing.  Homework: to read the full applications at home.
  • A full application packet will be in binder at the Brook Free Library.
  • Future meetings were organized for application presentations: 
    • Oct. 27: #2, #3, #4, #5, #6 (Recreation Dept., Bikeways, and Hickleys Pond Restoration projects)
    • Nov. 10: # 1, #9, #10, #11, #12 (Records, Albro House, and Housing projects)
    • Dec. 1: #7, #8, #13, #14  (Chase Library, Cemetery, Historical Society, historical national register projects)
    • Dec. 8: Voting

*Meetings will begin at 6:00 PM.  The Committee will decide if they prefer the new meeting time for 2017 dates.  2017 meeting dates to be requested as soon as Town allows.  Board secretary will make changes with town and report back to committee.

  • Guidance on the compliance of the submitted applications:
    • In preparation for the presentations committee members can review the Community Preservation Act (CPA).  The Alliance website will list what other towns have done but this is not a legal reference.  A consensus can be decided by this committee. 
    • For example in review of a historical application, is the project preserving a historic resource? A project of digitizing historical records and making them accessible to the public doesn’t preserve them, but flexibility is given in preserving the records in a format and giving the public access to the records; not just digitizing them.  Does it go too far when CPA funds are used to pick up part of the town’s budget needs when it has nothing to do with historic preservation?

Old Business

  • The Community Preservation Plan (CPP) Updates:
  • David Nixon - Recreation is continuing to work on the material.
  • Next month Harwich will have a new Town Planner.
  • Cindi Maule - Housing Production Plan – last week’s meeting was canceled.  The consultant’s work is to be completed by the end of the calendar year.  That will provide info for the Harwich Housing Committee.

  • September Payroll for Board Secretary:

A motion was made by Walter Diggs and seconded to pay for one hour.

VOTE:  Yes  7;   No  0;  Abstain  0.   Motion passed unanimously.
