MEETING MINUTES

Tuesday, April 26, 2016 @ 6:30 pm

In attendance:  Anita Doucette, Bob Hartwell, Don Howell, Katie O’Sullivan, Deborah Sementa.

Call to Order

Chairman Howell called the meeting to order @ 6:34pm.

Approval of Minutes

Minutes from the March 15, 2016 meeting were approved.

Old Business

There was discussion surrounding the numbering system of the Charter section amendments recommended from Kopelman & Page.

The regular meeting was adjourned @ 7:00pm.

Public Hearing

The Public Hearing opened @ 7:00pm. A Public Hearing was held for the purpose of reviewing proposed amendments to the Home Rule Charter and certain Bylaws of the Town (contained in the Code of the Town of Harwich) as requested by the committee or having been referred to the Committee for a public hearing.

In attendance were the Bylaw/Charter Review Committee and Sandy Hall. Sandy presented a document outlining a proposed Charter Enforcement Commission (New section Chapter 6, Section 9). This document was brought to the Board of Selectmen who voted 3-2 to postpone the Article. However, the Article is on the warrant and will be presented at Town Meeting. The Bylaw/Charter Review Committee voted to support the Article.

The Public Hearing adjourned @ 7:29pm

The regular meeting of the Bylaw/Charter Review Committee resumed @ 7:29pm

Old Business (continued)

Discussion continued regarding the consistency of the numeric sections of the Charter.

New Business

No new business was discussed.

Next meeting will be scheduled some time after Town Meeting.

Meeting adjourned at 7:50pm.
