Regular Meeting

 

  • Meeting called to order by Chair Bob MacCready at 7:00 PM.
  • Michael Askill was welcomed as the new Community Preservation Committee Selectmen Liaison
  • Citizen participation:

Ilene Brady, Harwich Historical Society (HHS) clarified that the unspent CPC funded $30,000 on the books for the Brooks Academy is under the Brooks Academy Commission (BAC), a town committee.  It is for a study of the Academy.  The catch is if work is discovered to cost more than $100,000, with the whole prevailing wage thing, it gets complicated.  The BAC is responsible for the building’s exterior, the grounds, etc.  The Garden Club and the town Highway Department attend to the grounds.  When the BAC has meetings the HHS does attend, though the meetings tend not to be monthly.  The HHS requests the BAC for items.  The CPC is aware there are two separate groups.  Brooks Academy has CPC funds on the books in addition to this $30,000 study project. The BAC will provide their annual report at next week’s Board of Selectmen Meeting. 

 

  • A motion was made by Vice Chair Kathy Green and seconded to approve the August 11, 2016 CPC Meeting minutes. 

VOTE:  Yes  4;   No  0;  Abstain  1.   Motion approved the amended minutes.

 

 

New Business

  • No new Munis reports were available.
  • New accounts spreadsheets were reviewed, connecting last month’s figures through to the town’s general ledger.

They showed the new town accounting system of “undesignated reserve” account.  The vendors will be paid from this column’s account. 

How much is available to spend on new projects is hard to see.  With the town’s June 30, 2015 books still open and the showing unspent funds from previous articles, it is difficult to identify the numbers.

 

Old Business

  • The Community Preservation Plan (CPP):

Chair MacCready sent the CPP Historical segment to Robert Bradley.  Bob and Robert will be getting together.  Bob also sent the Recreation segment on to David Nixon.  No update was received as yet from him.

 

  • Cindi Maule reported that as the CPC representative on the Harwich Housing Production Plan group they have already met once and plan to meet again.  Their hired consultant has also attended.

 

Other

  • August Payroll for Board Secretary:

A motion was made by Walter Diggs and seconded to pay for four hours.

VOTE:  Yes  5;   No  0;  Abstain  0.   Motion passed unanimously.
