FINANCE COMMITTEE MEETING MINUTES

Present: Skip Patterson, Chair, Dana DeCosta, Rich Larios, Secretary, Pam Groswald (arrived 6:02PM), Jon Idman, Noreen Donahue, Jack Brown, Vice Chair,

Not Present: Bill Greenwood, Open Position

 

  1. Call to Order

Skip Patterson called the meeting to order at 6:00PM.

 

 

  1. Review ATM and STM Warrant Articles for Town Meeting (possible votes)

Dana DeCosta made a motion to reconsider ATM & STM Articles as follows:

  • ATM 30 – Reserve for Future Appropriation Amounts from FY14 Community Preservation Fund Estimated Annual Reserves
  • ATM 33 – Purchase of Land for Open Space Purposes – Hall Property
  • ATM 42 – Stabilization Fund
  • ATM 48 – Fund Prior Year’s Unpaid Bills
  • STM 3 – Zoning Amendment – Mixed-Use Development
  • STM 4 – Zoning Amendment – Overlay Districts

Noreen Donahue seconded the motion

VOTE: Yes 6, No 0

 

ATM 30 – Reserve for Future Appropriation Amounts from FY14 Community Preservation Fun Estimated Annual Reserves

Dana DeCosta made a motion to A&A the article

ATM 33 – Purchase of Land for Open Space Purposes – Hall Property

Dana DeCosta made a motion to A&A the article with $630,000 from CPC Funds, $30,000 from Open Space and $280,000 from undetermined.

ATM 42 – Stabilization Fund

Dana DeCosta made a motion to IP the article

STM 3 – Zoning Amendment – Mixed-Use Development and

STM 4 – Zoning Amendment – Overlay Districts

ATM 4 – Town Operating Budget

Current budget is $29,000 more than the budget the Finance Committee approved.

Dana DeCosta made a motion to A&A the Town Operating Budget of $31,807,512 which includes the Part Time Harbormaster

Pam Groswald seconded the motion

VOTE: Yes 7, No 0

 

ATM 5 – Monomoy Regional School District Budget

The current budget is $22,843,944.

Dana DeCosta made a motion to A&A the budget at this amount from Debt Exclusion

Richard Larios seconded the motion

VOTE: Yes 7, No 0

Noreen Donahue advised that the Face Book pages for the MRSD talk about the 3-2 vote from FinCom for the budget.

 

FinCom members whose terms are ending can stay until July 15, 2015.  Skip Patterson and Jon Idman agreed to do that.
