FINANCE COMMITTEE MEETING MINUTES

Harwich Town Hall - Library

Thursday, June 25, 2015

6:00 P.M.

 

Present: Skip Patterson, Chair, Dana DeCosta, Rich Larios, Secretary, Pam Groswald, Noreen Donahue, Jack Brown, Vice Chair, Ed McManus

Not Present: Jon Idman, Bill Greenwood

 

  1. Call to Order

Skip Patterson called the meeting to order at 6:00PM.

 

Skip Patterson and the Committee welcomed Ed McManus to the Finance Committee. 

 

 

  1. Announcements and Correspondence

Dana DeCosta advised that the Town Clerk noted that the Finance Committee is deficit in completing the ethics training.  Dana provided the committee with a copy of the training and instructions.

 

Dana DeCosta noted that the Board of Selectmen have their goals and objectives and he provided FinCom with a copy for review along with some ideas that he has for FinCom’s goals and objectives.

 

 

  1. Finance Director Update

Andrew Gould, Finance Director provided the following information:

  • The Town is in good shape in their expenditures and revenues
  • FY16 looks good
  • There may be a Reserve Fund Transfer request to cover the pay out of sick time to David Ryan who has retired
  • Would like a meeting with the Finance Committee by July 15, 2015 to review requested transfers to close FY15.  The transfers will be for the Building Department, DPW, Fire Department and to cover David Ryan’s sick day pay out.
  • The audit has not been done yet and Mr. Gould has followed up with them.  As a result, the books will close later than usual.
  • Mr. Gould is not happy with the performance of the current audit company and may replace them for the next audit

 

Rich Larios noted that it was helpful in the past to have the Finance Director and/or Town Administrator at all Finance Committee meetings.

 

The Community Center has a request for a reserve fund transfer in the amount of $6,532.75.  The transfer is needed to fix the generator that has failed.  If it is not fixed now, the Town will have to hook up emergency lights which will cost a few thousand anyway.  Mr. Gould confirmed that there is $107,000 in the reserve fund currently.

 

Dana DeCosta made a motion to approve the Reserve Fund Transfer of $6,532.75 to fund the repair of the Community Center Generator.

  1. Reorganization

Pam Groswald made a motion to nominate Jack Brown Chair of the Finance Committee

Ed McManus seconded the motion

VOTE: Yes 3, No 4

 

Rich Larios made a motion to nominate Dana DeCosta Chair of the Finance Committee

Noreen Donahue seconded the motion

VOTE: Yes 4, No 3

 

Noreen Donahue made a motion to nominate Jack Brown Vice Chair of the Finance Committee

Pam Groswald seconded the motion

VOTE: Yes 7, No 0

 

Pam Groswald made a motion to nominate Rich Larios Clerk of the Finance Committee

Dana DeCosta seconded the motion

VOTE: Yes 7, No 0

 

 

  1. Old Business

Jack Brown advised that the Library Carpet went in early and looks good.  Sean Libby is please and the Library Staff are delighted.  In addition, the Library Trustees are happy.

 

Dana DeCosta advised that the painting of the Albro House is being done by volunteers.

 

 

  1. New Business

The Committee reviewed the current open positions:

  • Assistant Town Administrator – Open
  • Golf Director – Hired
  • Assistant Golf Director – Open
  • Golf Course Pro – Hired
  • Assistant Town Accountant – Open
  • Water Superintendent – in Negotiation

 

Finance Committee Liaisons will be reviewed at our next meeting along with Reserve Fund Transfers.  That meeting will be scheduled for July 15, 2015 at 6:00PM.
