Members Present: Matt Hart, Joe Johnson, Dan Casey, Mort Terry, Tom Themistos, Steve Root, Daniel Hall, and Fred Clancy

Members Absent:   Cam Smith

Others Present:  John Rendon, Harbormaster, Steve Seldon, Barbara Luce, James Luce, Tom Luce, and Marie Hickey, Board Secretary

Minutes:  Motion made by Tom Themistos to approve the Minutes of 4-15-2015 with edits.  Seconded by Steve Root.  All in Favor.

Consent Agenda:  Nothing this month

Open Forum:  Nothing this month

Financial Report YTD & Monthly:  Discussed and copy included with Minutes

New Business: 

1. Request from James Luce regarding rule change for Charter boat permits.

John Rendon read the letter dated March 10, 2015 from Captain James Luce into the record.

The Luce family spoke regarding Mrs. Luce’s health issues and their reasons for requesting a rule change.

Mr. Rendon referred to the regulations stated in the Harbor Management Plan (HMP).  Discussion followed regarding “C” List provisions in the regulations, and the procedure to be followed for any change in the regulations.

Motion made by Joe Johnson to continue the request of the Luce Family until further information regarding changes to the “C” List for commercial and charter permits can be studied.  Seconded by Tom Themistos.  All in Favor.

1. Request by Steve Selden regarding second time to b           e reinstated on 30’ Wait List.

Mr. Seldon missed the deadline for 30’ Recreation Wait List a second time.

Harbormaster Rendon stated that one exception was made to Mr. Sheldon in 2013.  Discussion followed regarding the need to be consistent in adherence to regulations.

Motion made by Dan Hall to deny reinstatement to the Wait List for Mr. Sheldon based on HMP Regulations.  Seconded by Tom Themistos.  All in Favor.

1. Pleasant Bay Cruising Club – Designate 2 existing moorings as Special Purpose.

Discussion followed regarding special purpose moorings.

Motion made by Tom Themistos to designate 2 existing moorings for Pleasant Bay Cruising Club per recommendation of the Harbormaster.  Seconded by Steve Root.  All in Favor.

Old Business:

1. Update on Town Meeting Items:     

Harbormaster Rendon expressed that he was pleased with the Warrant Items that were passed by Town Meeting, and the approval of Assistant Harbormaster to full time status.

1. Update on Wychmere Harbor Docks:

One of the concrete forms failed; delays caused.

1. Update on Saquatucket Development Committee Meeting with BOS:

Discussion regarding septic; ticket booth; Harbormaster garage; and parking spaces.  Preliminary site design plan presented.  Expect to get public input.
